Ministry of Home Affairs, Ministry of Housing and Settlement, and BPS Sign MoU to Strengthen Data for 3 Million Homes Program

Jakarta – The Ministry of Home Affairs (Kemendagri), the Ministry of Housing and Settlement (PKP), and the Central Statistics Agency (BPS) have signed a Memorandum of Understanding (MoU) to strengthen data and information bases. This initiative aims to support the implementation of the 3 million homes program for low-income communities (MBR). The MoU signing ceremony took place in the Main Session Room (RSU) at the Kemendagri Headquarters in Jakarta on Tuesday, June 24, 2025.

Minister of Home Affairs Muhammad Tito Karnavian emphasized the importance of data integration between the Directorate General of Population and Civil Registration (Dukcapil) of Kemendagri and BPS to produce sharper National Integrated Socio-Economic Data (DTSEN). He stated that this collaboration is not just about data exchange but also includes field verification of the physical realization of home construction and renovation.

“This is a big task for BPS, but we support it with basic data from Dukcapil. This data is important; we will hand it over to the Ministry of PKP to formulate strategies. Which regions want to be, so to speak, ‘attacked’ by him (Minister of PKP), ‘assaulted’ by him with his programs,” he said.

The Minister of Home Affairs added that the government has waived Building Approval (PBG) fees and Land and Building Rights Acquisition Duty (BPHTB) for MBR. To monitor the progress of the 3 million homes program through these policies, he explained that the existing Regional Government Information System (SIPD) can be utilized.

“Instead of building a new one, we will leverage this [SIPD] system, adding features on how many PBG and BPHTB are issued daily by all regions. We will evaluate it weekly, so it can be clicked on. Then, access to this data will be provided to the backend, delivered to [Ministry of] PKP and BPS. BPS’s task is to conduct field checks,” he explained.

He added that weekly meetings, which typically discuss inflation and economic growth, will also involve the Ministry of PKP to regularly inform on data developments related to PBG, BPHTB figures, and other information concerning housing development policies. This weekly data update is expected to build awareness among the public and regional heads regarding the importance of housing and settlement issues.

“The issue of housing and settlement areas will certainly be emphasized by me as part of the 6 Minimum Service Standards. This means it is a mandatory program for all regions and must be included in the Regional Budget (APBD),” he added.

Meanwhile, Minister of PKP Maruarar Sirait emphasized that the data used for the housing program must originate from BPS to ensure validity and accountability. He cited Kemendagri’s weekly evaluation system for managing inflation as a practice that can be adopted in the context of housing development.

“I learned a lot from Pak Tito, how inflation has been maintained so far, even from the previous unique administration in Indonesia. By consolidating regional heads and also by conducting routine weekly meetings,” he said.

On the other hand, Head of BPS Amalia Adininggar Widyasanti stated that the signing of this MoU is expected to be a significant milestone in implementing data-driven policies to ensure housing development genuinely targets the right beneficiaries. BPS is committed to deploying its units across all regencies/cities to conduct field checks and regular data updates.

“This is a collaboration for us to jointly oversee the development of these 3 million homes, so that they can truly be felt by the community, and once realized, it will certainly contribute positively to our economic growth,” she concluded.
